APCTA  suspends stir temporarily

ITANAGAR, May 17: Arunachal Pradesh College Teachers’ Association (APCTA) has decided to suspend its ongoing non-cooperation movement temporarily till the next Academic Council Meeting. The decision was taken after Rajiv Gandhi University Vice Chancellor has assured to consider both the demands in the next Academic Council Meeting on priority basis.

APCTA has been demanding exemption from entrance test for pursuing Ph. D program and the entitlement of the eligible Associate Professors of colleges to act as supervisor for Ph.D program’ in congruence with many other reputed Universities of India.

 

Livestock vaccination

ITANAGAR, May 17: The authority of Biological Park, Itanagar will conduct free livestock vaccination programme to prevent spread of diseases like FMD, HS & BQ from domestic animals to Zoo animals from May 24 to June 1.

The vaccination programme will be carried out by a team of vets and forest staff led by Dr Sorang Tadap, veterinary officer, Biological Park, forest staff from May 24 to June 1.

The Zoo (Biological Park) authority has appealed all the livestock owners of the Poma, Bath, Lor-putu, Sangloputu, Sangrihapa villages and Gohpur, Forest corporation, Chimpu area and Horticulture colony, Itanagar to cooperate with the vaccination team and get their animals vaccinated.

 

 Biometric attendance system launched in Anini

ANINI, May17: Biometrics finger print attendance system was officially inaugurated by, Deputy Commissioner Tamune Miso in a function held in National Informatics Centre, Anini in presence of many officers and officials.

Calling upon to all to be sincere, punctual and regular, the DC said, the Biometric system of attendance has been brought to use basically to inculcate healthy work culture amongst the govt. employees of entire state.

The DC lauded the efforts put in by Rajendra Prasad, DIO and DPO CW Chautang, particularly for the pain and initiative taken in the installation of the device despite their engagement in the ongoing PR election duties.

The DC informed that said the device was procured under UNTIED fund.

Around 150 finger prints of employees from many departments were recorded in the system. DIPRO

 

Former minister alleges irregularities in Panchayal polls

ITANAGAR, May 17: Former Minister Bida Taku has alleged serious irregularities in yesterday’s Panchayat election in 7th East Seppa constituency and demanded re-polling in Kakukao, Pabua and Laimoya.

The former minister alleged physical assault on polling agents of an independent ZP candidate by some miscreants which disrupted the polling process at 78-Pabua. However, polling was completed without the presence of polling agents in violation of the laid down norms, he said. There was also serious violation of election code of conduct during the polling in Laimoya stations, he alleged without elaborating.

Taku further informed that a car of a former minister was destroyed at Kakukao polling station while a woman supporter of an independent candidate was severely beaten by miscreants at Kakukao village. Taku criticized the district administration for failing to maintain law and order during the election period.

All Singhi Welfare Association (ASWA) has also condemned the incidents and urged the district administration to issue notice for fresh polling in those places.

Holding district administration responsible for the untoward incidents, ASWA alleged that the District Administration did not make proper security arrangements though those polling stations were declared hyper-sensitive which has resulted in booth capturing and physical assault on polling agents.

Maharashtra Govt to withdraw erroneous textbooks

NEW DELHI/ITANAGAR, May 17: The Maharashtra Government has ordered withdrawal of Class X Geography textbooks that excludes Arunachal Pradesh from the map of India.

Chief Minister Prithviraj Chavan termed as “unpardonable mistake” the exclusion of Arunachal Pradesh from the map of India published in the textbooks and disbanded the committee of experts which had approved of the textbook.

"Orders have been issued to stop circulation of the textbooks to students and efforts are on to get back the books that have been circulated," he told reporters here.

The Chief Minister yesterday assured a high-level delegation from Arunachal Pradesh that his government will take action through the Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) against all those responsible for printing a wrong India map in the geography and economics textbook.

Chavan said the government was evaluating options on how to replace the textbooks that have already been distributed.

"An inquiry is underway to find out how this mistake has happened and who is responsible for this. I have directed the Education Minister to take strict action against those responsible for this," he said.

The Arunachal team led by Member of Parliament Takam Sanjoy met Chavan at his Delhi residence and submitted a protest letter to him, demanding a thorough investigation to find out the truth behind the 'Missing Map' of Arunachal Pradesh from the textbook.

The team also demanded that all books circulated throughout Maharashtra should be withheld till investigation to unearth the truth is completed.

Sanjoy alleged sabotage of such publication by anti-national elements who are inimical to the nation's democratic set up.

He said that such publications demean the national security of the country, where Arunachal Pradesh people stood time tested and sacrificed to be the first class citizen of the Indian nation. Earlier, Sanjoy had written a letter to Prime Minister Dr. Manmohan Singh for immediate institution of enquiry by the Central Bureau of Investigation (CBI) or the National Investigation Agency (NIA).

The delegation headed by Sanjoy, included AAPSU President Kamta Lapung, Prof. Tana Showren of Rajiv Gandhi University and Joint Secretary Delhi AAPSU, JT Tagam.

Till date, 1.17 lakh textbooks in English and 4.71 lakh in Marathi containing the map have been sold. The board could swap the books for ones with a corrected map or may instruct schools to tell students to correct the mistake.

The textbooks have been printed by the state-run Balbharti and approved by the Maharashtra State Board of Secondary and Higher Secondary Education.

As many as 17 lakh copies of the text book have been printed. (Agencies)

 

 

Secret’ Panchayat voting at Longding district

ITANAGAR, May 17: In a first of its kind, the Panchayat election at Hasse Russa village under Longding district was held secretly to avoid clash with Assam police personnel. According to the report, Assam police on 16th evening cordoned off Govt Primary School, Hasse-Russa, which was the main polling station of the area. Claiming that area belongs to Assam, the large police contingent numbering around 300 lead by SP Sivsagar did not let election process take place at the designated polling booth.

The Assam police were heavily armed and came well prepared.   When contacted, Kanubari Additional Deputy Commissioner N Wangjen informed that Assam police arrived at polling station ahead of local officials. “Their police were armed with modern weapons and was in combat mood. They were carrying ammunition, tear gas and lathis.  I along with Longding district SP went to Govt Primary School, Hasse-Russa where polling was supposed to take place. We requested them not to disturb the election process. However they did not relent,” said ADC Wangjen. Further he added, “We were outnumbered by Assam police. Despite our repeated request they did not allow us to conduct polling at the designated polling station. Left with no choice, we had to virtually carry out secret election process.” The polling was later held at Anganwadi centre.

As per the figure released by government official, polling percentage in Hasse Russa was reported at 40% as many of the voters could not turn up due to confusion regarding poll venue. The incident has deeply angered the local citizens and there is simmering tension. “The Govt Primary School, Hasse-Russa is located way inside the Arunachal territory. We have voted in the same venue in last assembly and parliament election. This is our land and Assam has no right to disturb us like this,” told a resident of Hasse Russa village over phone. Further he added, “This brazen act by Assam police official supported by various organizations and unions of Sivsagar district is very provocative in nature. The government of Arunachal should take note of such incident and ensure that status quo is maintained as per Supreme Court ruling.” In August 2010, the clashes had broken out between Assam and Arunachal after Assam police illegally constructed police barrack inside Arunachal territory at Kamkuh Russa area of Kanubari sub-division. The angry local Arunachalee citizen had destroyed police barrack. In retaliation, various organizations of Assam tacitly supported by its government had imposed lengthy economic blockade against Tirap district causing immense trouble to the local citizens.  The Arunachalee citizen living in boundary areas are repeatedly harassed by Assam police officials. At the time of filing this report, the Assam police had not yet vacated the campus of Govt Primary School, Hasse-Russa.  

 

 

10 polling stations identified for Re-poll in Upper Subansiri

DAPORIJO, May 17: The District Election Officer has ordered fresh polling (Re-polling) in 10 polling stations in Upper Subansiri district after complaints of vote capturing and other irregularities.

Re-polling will be held in polling stations at Lepajaring Govt. Primary School, Lingram Govt. ME School, Ebo Govt. Primary School, Damba Community Hall under Taliha Anchal Samiti, Kamra Temporary Shed and Haning Temporary Shed under Payeng Anchal Samity, Natam Govt IV School and 110-Marging Temporary Shed under Giba Anchal Samity , Aki Nirin Govt. Pry. School and Param Govt. Pry School under Dumporijo Anchal Samiti, District Magistrate cum DEO Tahang Taggu said.

However, polling passed off peacefully in most of the polling stations with large number of voter turnout.

Meanwhile, the DM expressed grief and sorrow over death of HK Chutia, Senior Accounts Officer, DRDA, who was deputed as Presiding Officer at Lepajaring polling station under Taliha Anchal Samiti. Chutia died after suffering a stroke in the polling station. He was rushed to the District Hospital Daporijo, where he succumbed to the stroke.

Meanwhile, re-polling in 3/4 Jeyi Bagra Polling Station under Pushi Anchal Samity and Zilla Parishad Member Constituency of Aalo West has been fixed on May 20 as per the directive of State Election Commission.

Re-polling in Jeyi Bagra Polling Station has been ordered after miscreants snatched away ballot box. The incident occurred when the polling team along with AERO Sona and Tomi Doke, DDSE and the Executive Magistrate were returning from the said polling station in a car in between Jeyi and Higi Bagra. According to report, a group of 80 activists forcibly snatched away the ballot box and ran away into the nearby jungle.

However, polling in other polling stations ended peacefully and all polling teams barring far flung Pidi and Monigong circles have arrived Aalo safely along with sealed ballot boxes.

The Panchayat polls held in the 93 Polling stations for the 6 ZP, 40 Anchal Samity and 116 Gram Panchayat seat in West Kameng district passed-off peacefully with an aggregate of 81.05% voting.

Three ZP, 57 AS and 351 GP candidates were elected uncontested. Interestingly, 30 GP seats have remained vacant due to non-filing of nominations.

Municipal elections yesterday in Pasighat recorded 65.90% polling while the three tier Panchayat election registered 81.07% polling. Barring an incident of skirmishes at Lokpeng village under Boleng subdivision, where re-poll will be conducted, polling in rest of the district was by and large peaceful. Women and first-time voters showed keen interest in exercising their adult franchise as a large number of women were seen standing in queues in front of polling booths in villages.

Reportedly, all the polling teams of Municipal and Panchayat elections have returned successfully and deposited poll materials /EVMs/ballot boxes etc to their respective Returning Officers.

Our Ruksin correspondent adds: Ruksin Sub-division in East Siang recorded a total 81.50% voter turn-out in all 20 polling booths in three blocks.

Election office sources said that as many as 8,722 electorates including 4,193 males and 4,529 female exercised their franchise. The Mangnang polling booth under Sille-Oyan block recorded highest (90.94%) polling while Ruksin booth recorded the lowest (65%) polling.

Polling was held in Rayang polling booth under Ruksin block comprising two anchal segments for the Zilla Parishad seat only as the candidates in all Anchal Samity and Gram Panchayat seats were declared unopposed.

The percentage of voting was about 80%.

 

 

Allow  Arunachalee to visit China on stapled visa, re-open border trade routes: Rijiju

ITANAGAR, May 17: Ahead of proposed visit of new Chinese Premier Li Keqiang  to India, former Arunachal MP Kiren Rijiju has appealed the Prime Minister of India to take bold step to give Indo-China relation a new and positive beginning.

While offering two-point suggestions to Prime Minister Manmohan Singh to take up with the visiting Chinese Prime Minister at least to begin with a bold and concrete steps for solution to border dispute, Rijiju sad “Our biggest concern remains to be the Chinese claim on ‘the whole of Arunachal Pradesh State’ since the remaining boundary disputes are just running along uninhabitable areas owing to differences in boundary perception of LAC which can eventually be settled.”

The Chinese government by issuing stapled visas to Arunachalees, has in fact, soften from  its earlier stand of non-issuance of visas at all, thereby recognizing that Arunachal Pradesh is part of India although “disputed” one, Rijiju said and feels that “without diluting our stated position, India should consider allowing the Arunachalees to visit China even on stapled visas. The formal exchanges of visits would downgrade the status of Arunachal Pradesh to a less confrontational one.” He further said China gets important international events which Arunachalees do not get to participate entailing controversies.”

On border trade, the former MP suggested reopening of all the traditional ancient trade routes along McMahon Line and other Indo-China border areas as trading points rather than making just Military meeting points only.

He said the political benefits would be that in long run these de-facto border trading points will be converted into formal de-jure border points which can be permanently acceptable to both sides. Trade & commerce is foundation to great political relations.  “If we fail to strike any concrete settlement with China then Arunachal Pradesh will forever remain a disputed at least according to the Chinese. And the conflict between two countries will keep flaring up time and again which could be disastrous and will be detrimental to our Country's progress,” Rijiju asserted.

 

 

Members of NE expedition scale Mt Everest  

ITANAGAR, May 17: The 1st North East Mt. Everest Expedition today successfully summitted the highest peak of the World- Mt. Everest (29,029 Ft.) at 7.35 AM (Indian Standard Time). With the successful summit, it will now be listed in the history of the region as the First Expedition comprising exclusively of North East India mountaineers and being supported by Govt of India and State Government to have scaled the height of Mt. Everest. The mountaineers of the region now join the league of the best mountaineers in the world.

Mr. Anand Gurung from Sikkim was the first to summit Mt. Everest at 7.35AM (IST) followed by Nima Lama from Arunachal Pradesh at 8.30AM (IST) and N. Bidyapati Devi from Manipur at 9:30AM (IST). N. Bidyapati is the first lady from Manipur to summit the Mt. Everest.

For the remaining members the Leader of the Expedition Dr. L. Surjit Singh, President, MMTA advised to make the attempt for summit tomorrow due to heavy wind condition. Other members of the team attempting the summit are currently waiting for the opportune climate.

The team including Anshu Jamsenpa had arrived at the Everest Base Camp (EBC) on 5th April 2013 and have been undergoing acclimatization, during the acclimatization the team reached Camp-Ill (24000 Ft. (Approx.)) on 30th April 2013.

O. Ibobi Singh is the Chief Patron and D S Poonia, Chief Secretary; Govt, of Manipur is the Chef de-Mission of the expedition.

The 1st North East India top of the World Mt. Everest Expedition is the first ever expedition comprising exclusively of mountaineers from 6 states of North East India. 16 individuals from different states are participating in this expedition including the support team. It is being funded by North Eastern Council, Shillong, supported by Planning Department, Government of Manipur and being implemented by Manipur Mountaineering and Trekking Association, Manipur.

Earlier,  the expedition was flagged off from historic Kangla by Governor of Manipur Gurbachan Jagat on 25th February last and subsequently by Pranab Mukherjee, President of India from Rashtrapati Bhavan, New Delhi on 20th March 2013.

Meanwhile, Taro Chatung, chairman of Taro Opey Foundation, Ziro extended hearty congratulation to Anand Gurung,  Nima Lama and Bidiyapati Devi. With the success of Nima Lama, Arunachal has four Everesters - Tapi Mra, Tine Mena and Anshu Jamsenpa and  Nima Lama. Anshu Jamsenpa also in the team is the mother of two children who conquered Mt Everest twice within a short span of nine days in May 2011. If she is successful in her third attempt she will be the first woman in country to do so and  to brings laurel  the nation.

 

 

TSGAP observes Tibet Solidarity day

ITANAGAR, May 17: The Tibet Support Group, Arunachal Pradesh chapter (TSGAP) today observed International Tibet Solidarity day here with a day-long programme.

The day coincides with the day on which 6-year-old 11th Panchen Lama Gendhun Choekyi Nyima disappeared in 1995 along with his parents in China, a press release said.

Despite repeated requests to meet him and know his whereabouts by world leaders, China has refused to divulge any details and instead placed another boy of its choice as the 11th Panchen Lama, the release said.

In the meeting two-minute silence was observed to pay homage to the Tibetans who have immolated themselves for Tibet and the cause of the Tibetans.

As per record, 90 people immolated so far demanding freedom of Tibet and the return of the Dalai Lama.

"We appeal to the Chinese government to re-start dialogue with the Tibetan government in-exile at the earliest," Tacho Kabak, TSGAP president said. TSG hoped that under the leadershio of Xi Jinping, President of People’s Republic  of China  and Li Keqiang Prime minister of People’s Republic of China will solve the Tibet issue by fulfilling the  demand of Tibetan Exile Govt for  genuine Tibetan Autonomous Region under one umbrella (U-TSang, Amdo,Kham ) under the PRC.

Tibet Support Group of Arunachal Pradesh also appealed the Govt of Arunachal Pradesh, Students Organisations, NGOs, Political parties to extend their support the demand of Tibetan Exile Govt. and condemn violation of human rights in Tibet.

Anok Wangsa, former Minister and Secretary General Tibet Support Group, Tanyong Tatak, former Minister and vice president of Tibet Support Group,  Nima Sange, secretary Tibet Support Group, Arunachal Pradesh unit also addressed the meeting among others.

 

 

Pema Graces Operation Samaritan

TAWANG, May 17: RWD & Tourism Minister Pema Khandu today distributed artificial limbs to 17 physically challenged persons at a function organized as a part of Operation Samaritan by the 3/5 Gorkha Rifles (Frontier Force) under aegis of 190 Mountain Brigade, also known as the Korea Brigade.

Speaking on the occasion, Pema hailed the Brigade for undertaking the philanthropic services to the people of the district. He also praised the efforts of the Brigade Commander Brig. JS Rajpurohit for his efforts to improve civil-army relationship in Tawang.

Praising the sentinels for braving all odds in guarding our borders, the Minister assured all possible assistance from the civil society and guaranteed the Indian Army a home away from home at Tawang.

Tawang Deputy Commissioner Abhishek Dev thanked the Indian Army for the noble services in reaching to the needs of the “differently abled” persons in the district. He also assured all co-operations to the Indian Army from the civil administration. Guru Rinpoche, the abbot of Tawang monastery said that by providing humanitarian services to the handicapped people, the Indian Army was able to translate the essence of Buddhism.

Brig. J.S. Rajpurohit instilled in a deep sense of security to the people of Tawang by saying that the borders are well secured and it is perfectly fit for taking up the much required developmental activities in the district.

“The Indian blood that flows in the flesh below the uniforms of every soldier of Indian Army makes them equally concerned for development of Tawang district,” said the Brigade Commander while assuring continuity to developmental activities in the district by the Indian Army.

Principal of Manjushrishri Vidyapeeth Orphanage Amar Tamang also spoke on the occasion.

Later, the Minister along with the and abbot of Tawang Monastery was taken round the Tawang War memorial by the brigade Commander and briefed about the renovation and beautification works being carried out there. “This War memorial, which figures in the tourist map of India will be the most artistically decorated War memorial in the country” said the Brigadier. Being a spot of prime tourist interest, the Minister was enthusiastic to develop tourist amenities around the Tawang War memorial.

The function was attended by a large number of people from all walks of life.

Everyone has right to decide future

Dear Editor,

In recent Panchayat election it has been observed that the villagers get divided and the ever loving families become enemies. They criticize each other. They don't like to talk with each other even if they belong to the same family. I wonder why our fellow citizens never try to understand that election is only a game. Why don’t they understand that in every game one wins and other looses. When the family members become enemies really it is unbearable. It is like putting salt in the wound. So I would like to remind our fellow citizens that Indian Constitution had guaranteed Fundamental Right to each and every citizen through which we can enjoy our adult franchise. Everyone has the right to choose his/her leader. No one can curtail ones right. Everyone has the right to decide their future.

Unacceptable explanation

Dear Editor,

It is very sad news for the people of Arunachal that, Arunachal is repeatedly excluded from Indian Map. Year before Arunachal was shown within the Chinese territory in Google Map and once again same has been repeated in the Class Ten Geography Textbook of Maharastra.

I strongly retort the simple explanation of “the Printing mistake” given by Rajendra Dadra (Minister of School Education) govt. of Maharastra. The printing machine cannot do any mistake whenever man do not make mistake. This is not only bad for us but they are cheating their future citizen also. Suppose, (How many states in India?) if such question will be set in any competitive exam, then, what answer will be replied by that students in their future?

In this regard, I strongly appeal to the Govt. of Arunachal not to devote in your political/business carriers but to take strong action against Govt. of Maharastra and to protest against them at national level also.

Once again I appeal to all the people of the state to put your hands together and raise single voice over this issue instead of your activeness in any other issues like communal/caste/religious/clan etc feelings/sentiments within the state.

Lastly but not least, I appeal to the media community (state/national) to raise this issue at national/international level and have debate on all National TV channels. Otherwise, such practice will be repeated in near future.

Climate change

A new analysis of scientists’ articles on global warming and climate change has found almost unanimous agreement that humans are the main cause.

The comprehensive examination of peer-reviewed articles on the topic showed an overwhelming  consensus among scientists that much recent warming is anthropogenic – the result of human  activities.

The study, the most comprehensive so far, identified 4,000 article summaries, or abstracts,  from papers published in the past 21 years which stated a position on the cause of recent  global warming.

Its finding that 97% of them echoed the consensus view – that anthropogenic global warming  (AGW) is responsible for the rise in global average temperatures – is remarkably similar to  the conclusion of a smaller study completed in 2004.

The latest study, Quantifying the consensus on anthropogenic global warming in the  scientific literature, which was led by John Cook of the University of Queensland,  Australia, is published in IOP Publishing’s journal Environmental Research Letters.

It did not stop at analysing the abstracts, but went further, asking each author to rate  their entire paper using the same criteria. Over 2,000 papers were rated, and among those  that discussed the cause of recent warming, 97% supported the argument that much of it is  caused by humans.
